St. Paul trash & bulky-item rules
Saint Paul changed its bulky-item program on July 1, 2026. Most bulky items no longer need advance scheduling: residents place an eligible item at the normal collection location by 6 a.m., label it “bulky,” and the separate truck should collect it within two business days.

The garbage driver tags the items and a separate truck returns within two business days. The included allowance is twelve items per calendar year per cart with no monthly cap; 2026 collections before July 1 count. Each additional item costs $30 plus tax. Alternate collection locations still require scheduling; every-other-week customers use an active garbage week.
Furniture, mattresses and household bulky material
Mattresses, box springs and metal bed frames use a separate free recycling program and do not consume the twelve-item allowance. At one-to-four-unit properties, book with Second Chance Recycling, 612-787-3770, with no more than four items in each request. Annual collections are unlimited.
At properties with five or more units, the owner or manager schedules through Sustainable Synergy Solutions LLC at info@sustainablesynergysolutionsllc.com; tenants should contact management. Put labeled recycling items out by 6 a.m. and keep them away from normal carts so they are not collected as garbage.
Appliances, electronics, tires and hazardous items
Refrigerators, freezers, air conditioners, TVs, computers and printers are accepted bulky items. Place ordinary bulky items next to, not leaning against, the cart; label them “bulky” and remove food, liquids, gasoline and batteries.
Tires, construction debris, paint, chemicals and other hazardous waste are excluded from ordinary bulk. Ramsey County’s current newsletter confirms free HHW and electronics drop-off at its Environmental Center; the older City HHW page still says electronics are not accepted.
Renovation debris and larger cleanouts
Contractor waste and renovation material should use a proper disposal facility rather than the residential bulky allowance.
Because the July 2026 change is recent, older instructions that tell residents to schedule every bulk item are no longer current for the ordinary program.

The Ramsey County Environmental Center is at 1700 Kent Street, Roseville, Tuesday–Friday, 11 a.m.–6 p.m., and Saturday, 9 a.m.–4 p.m., closed Sunday/Monday and County holidays. The County provides free household HHW, electronics, small-appliance, scrap-metal and food-scrap disposal for residents of Ramsey, Anoka, Carver, Dakota, Hennepin, Scott and Washington counties.
